The Government of and in Canton
-
provincial and national - is the child of the Kuomintang and makes no secret of its own or its parents' entente with Moscow. The pronouncements, of the recent Grand Conference of the Kuomintang in Canton, the organised public homage to Lenin and the messages of encouragement sent through the Russian Press Agencies on all suitable occasions can leave no doubt in any sane mind but that the Southern er "Left" Kummintang is in closest sympathy with the 3rd International programme of "World revolution, liberation of the oppressed masses, and proletariat rule". If any further proof is required it may be found in the establishment of the Sun Chung Shan (= Sun Yat Sen - Sun Man) College in Moscom for the recruiting and training of bolshevik propagandists. Canton makes no secret either of the presence of Russians in its administration: but claims that they are few in num- bar and have no power being only paid servants. The former claim may possibly be correct, though it seems established that during the East River campaign the Whampoa Cadets and other units in the field had Russians fighting with them. The latter claim may also be true of most of the Russians concerned: but not of all. It is a matter of common knowledge that Moscow supplied Canton with considerable sums of money and large quantities of mmitions. The Whampoa Academy where General Tseung Kai Shak's "Ever Victorious Army" was trained was created by Russians with Russian money and Russian mmitions. It is incredible that money and materials should have been given so lavishly without the appointment of some one to watch the interests of the givers. That watcher is Borodin and
